Border Fence Could Spell Environmental Disaster
Haider Rizvi
OneWorld US
Tue., Oct. 3, 2006
NEW YORK, Oct 2 (OneWorld) - Environmental groups are concerned about a new plan to build a 700-mile long fence along the border with Mexico.

The official plan, as envisaged in a legislative bill on immigration reforms, is meant to stop the flow of undocumented workers from Mexico, but scientists say it will bring nothing but disaster for the biological diversity of the region.

"The only living things the walls won't stop are people," said Michael Finkelstein, executive director at the Tuscan, Arizona-based Center for Biological Diversity, in a statement.

Finkelstein and other independent experts fear that the proposed fence will restrict the movement of wildlife and disturb the unique and fragile ecology of the region.

The border area is home to many endangered species of plants, birds and animals, such as owls, parrots, jaguars, wolves, bears, and lions, that often need to move around as an essential element of their survival.

According to experts on biological diversity, some jaguars found in Arizona come from Mexico.

Similarly, "Mexican Gray Wolves, Peninsular Bighorn Sheep, and other endangered species need to cross their borderland habitat often," said Finkelstein, "and this wall will crush their ability to survive.”

The 2,000-mile long U.S.-Mexican border region is considered an extraordinary source of biological diversity because its is shaped by a variety of ecological forms, including deserts, mangrove forests, plains, mountains, river valleys, and wetlands.

The Senate approved the legislation on Friday and now it awaits only a signature from President George W. Bush.

The proposal seeks to construct a series of barriers separated by an access road for patrol vehicles on long stretches of the border in California, Arizona, Texas, and New Mexico.

The immigration bill passed by the House does not provide funding for the fence, but Republicans have suggested it would cost around $2 billion. Democrats estimate that it would cost no less than $7 billion.

Supporters of the fence plan say it would enhance border protection from illegal immigrants crossing from Mexico and provide security against its possible use by terrorists.

"We have to come to grips with the facts that our border petrol agents need a fence on our southern border where we are now facing infiltration by members of terrorist organizations like Hezbollah," said Rep. Ed Royce, a California Republican, in a recent statement.

For their part, Democrats have charged the Republicans with trying to use the immigration issue to attract votes in the upcoming Congressional elections.

They are trying to confuse Americans into thinking "Osama bin Laden is heading north in sombrero," said Texas Democrat Lloyd Doggett.

The proposed legislation allows the Department of Homeland Security to take charge of the border in 18 months and gives additional powers to the border security force agents, besides calling for a study on the need for a fence along the U.S.-Canada border.

About 1 million undocumented workers from Mexico are believed to have crossed the border last year.

Even before the bill has been signed into law, the Department of Homeland Security has awarded a contract to the Boeing Corporation to develop sensors, cameras, and other equipment to control the U.S.-Mexican border.

Those who failed to win the contract include giant corporations such as Northrop Grumman, Raytheon, Lockheed Martin, and Ericsson.

The three-year contract Boeing won is estimated to be worth over $2 billion.

"This strategic partnership allows the Department to exploit private sector ingenuity and expertise to quickly secure our nation's border," said Michael Chertoff, the Secretary of Homeland Security, in a recent statement.

As federal border enforcement intensifies, environmentalists say such measures will not stem the tide of illegal immigration, and authorities should take measures that do not harm wildlife.

"They need to focus on vehicle barriers in strategic and at-risk places on the border," said Finkelstein, who notes that wildlife-friendly vehicle barriers in Organ Pipe Cactus National Monument in southern Arizona have already proven effective at stopping smugglers from entering the United States.

The Census Bureau calculates population growth from information based on the latest census. According to the bureau, the U.S. has a birth every seven seconds, a death every 13 seconds, and a new immigrant every 31 seconds. The result is a net gain of one person every 11 seconds, or about 7,855 people daily.

Rocky Mountain Mortgage Fraud Fever
By Carola Von Hoffmannstahl-Solomonoff
Posted: December 11, 2006 11:03 pm

District Attorney Scott Storey of Jefferson County, Colorado is one busy lawman. The local housing market is chock full of mortgage fraud varmints. One particularly pesky ring, operating for roughly 5 years, recruited hundreds of illegal immigrants to act as “straw buyers,” the lowest players in the mortgage fraud game. Ringmasters were mortgage brokers, realtors, and loan officers in local banks. Straw buyers were supplied with stolen identities, including drivers licenses, social security cards, and income tax returns. Some were given green cards of legal immigrants. What couldn’t be stolen was forged.

False docs in hand, straw buyers obtained mortgage loans they had no intention of paying. Some 300 single family homes in Jefferson County and the adjoining Denver area are known to have been involved. In 191 transactions every single qualifying document was fake. So far, 38% of the mortgage loans have gone into foreclosure. Millions of dollars have been lost.

Tuff luck for lenders? Not as much as you’d think. The mortgages were insured by the Federal Housing Administration (FHA), a sub agency of the U.S. Department Of Housing and Urban Development (HUD). Taxpayers picked up the bad. Expect them to pick up more. D.A. Scott Storey believes thousands of other properties were obtained by the same ring and that similar frauds are widespread in the Denver area. And in an August 24th Denver Post article, “FHA program key in surge of foreclosures,” a government source estimated that “20,000 illegal immigrants hold FHA mortgages in metro Denver alone.”

Many of the frauds perpetrated by the Jefferson County ring were powered by an FHA lending assistance arrangement under the HUD category Downpayment Assistance through Secondary Financing Providers. Aka DAP. This particular DAP arrangement is commonly called the FHA gift program and is meant to benefit low income, first time home buyers. Mortgages insured by the FHA require 3% down payment. In the past, only family and friends were allowed to provide down payment assistance. But in 1998, the FHA started letting sellers contribute down payments via group funds administered by charitable, non-profit organizations. Eight years later, even HUD acknowledges such organizations are frequently for-profit fronts. Plus, sellers raise the price of properties to cover down payment contributions. Closing costs and FHA insurance premiums are also rolled into the loans. Ultimately, gift program mortgages, granted in the name of affordable housing, wind up costing buyers more than the property is really worth.

The gift program gouges sincere home buyers, but gifts grifters who instantly default. For the past eight months, Colorado has led the nation in foreclosures. The foreclosure tsunami has been most destructive in low income urban neighborhoods, where the gift program has been used in the name of urban revitalization.

Several years back, a realtor in Jefferson County tipped HUD in Dee Cee to the mortgage fraud ring which was using illegal immigrants as straw buyers. But the frauds went on for another 2 years. According to HUD Deputy Assistant Secretary Jereon Brown, the size of the ring made it more than an “overnight case”.* Meanwhile, the Gaming Unit of the Colorado Bureau of Investigation (CBI) launched an investigation of complaints by a casino re forged proofs of casino employment being used to qualify for mortgage loans. This led to investigations and a series of indictments by D.A. Scott Storey. The D.A.’s office is now working in tandem with the county Sheriff’s Department, the Colorado Attorney General’s Office, HUD, Immigration and Customs Enforcement (ICE), the Social Security Administration, Postal Inspection Service, and the U.S. State Department.

Like love, justice has been coming in spurts. A number of ringmasters have been sentenced. Despite the extent of the fraud and its destructive impact on neighborhoods, plus the cost to taxpayers and those whose identities were stolen, penalties have been light. (However, a wee bit of HUD restitution has been part of the sentencing package.) Illegal immigrants who acted as straw buyers are now being arrested. Officials claim they’ll be deported. But in Dee Cee, Columbo hasn’t yet knocked on the door of HUD or its mini-me, the FHA, asking “just a few questions about your response time and oh yeah, that gift program”. Nor has the Denver Homeownership Center, HUD’s rep in Colorado, been grilled re possible oversight problems.

The stated mission of the Denver Homeownership Center is to “insure single family FHA mortgages and oversee the selling of HUD homes”. The center serves 14 other states besides Colorado, including several hot spots for mortgage fraud. Colorado makes the FBI’s mortgage fraud top ten list. Though not the top spot. That distinction belongs to Florida. Where swampland has always been popular.

Recently, Jefferson County D.A. Scott Storey and his posse rounded up another batch of baddies from the fraud ring. In the post-bust press release, HUD Deputy Assistant Secretary Jereon Brown weighed in, saying: “as much as we intend to expand the FHA program to help more families become homeowners, we will not do so at the expense of the financial integrity or reputation of the Federal Housing Administration.”

Truly, HUD is the gift that keeps on giving.

Un resto de Pizza au Dallas, Texas va commencer a accepter des pesos Mexicains s179 s190

http://www.dallasnews.com/sharedcontent/dws/dn/latestnews/stories/010607dnbuspesos.31047f5.html

Citation :

Starting Monday, patrons of the Dallas-based Pizza Patrón chain, which caters heavily to Latinos, will be able to purchase American pizzas with Mexican pesos.

Restaurant experts and economists said they knew of no other food chain with locations so far from the Mexican border offering such a service.

"We're trying to reach out to our core customer," Antonio Swad, president of Pizza Patrón Inc., said Friday.

"We know they come back [from Mexico] and have pesos left over. We want to be a convenient place for them to spend their pesos."

While U.S. restaurant chains have stepped up their marketing to Latino consumers and incorporated Latin flavors in the menu, it's unusual to see that outreach extend to the cash register.

"I think it's a very interesting idea," said Ron Paul, president of Technomic Inc., a Chicago-based restaurant market research firm. "They are catering to that audience."

But Mr. Paul said he did not see other chains rushing to emulate the program, in part because of bookkeeping headaches.
Usefulness

Others mentioned that the growing use of credit cards and the desire to hang on to the pesos for a return trip to Mexico would dilute the usefulness of the program.

"If you're not in a border town, I don't see the functional benefit," said Juan Faura, president and chief executive of Cultura, a Dallas-based marketing and advertising firm.

He and others saw the program more as a marketing effort than a badly needed service.

"I would see it as a move by the chain to communicate unequivocally to the Hispanic market that they are for them," Mr. Faura said.

"I don't see any other reason for it."

But Andrew Gamm, Pizza Patrón's director of brand development, said the company tested the idea in a Mesquite store recently and had customers spend "a couple hundred pesos," without any advertisement of the service.
Bills only

Under the program – which is set to end in late February but may be extended – the chain's 59 stores will take peso bills only, not coins.

Using cards listing the conversion calculations, cashiers will enter the figure in U.S. dollars into the cash register and give the change in U.S. currency.

Mr. Swad said some franchisees have made arrangements with their banks to handle the currency.

All other franchisees can send the pesos to the corporate headquarters, which will go to a third party to handle the conversion.

Mr. Gamm said the company set its exchange rate at 12 pesos per dollar for the duration of the program. As of Friday's trading, 10.94 pesos were worth $1, according to Bloomberg News.

Mr. Gamm said the difference would cover the cost of getting the pesos converted to dollars.

Mr. Swad said he's prepared to take heat from American consumers who might be offended by the bypassing of greenbacks.

"We're not really interested in finding the safest spot on the board," Mr. Swad said.

About 60 percent of Pizza Patrón customers and 45 percent of the franchisees are Latino.

"We know the purity of our intention, and we're willing to take the heat when there is heat."

Nuking The Economy
Immigration Numbers Outnumber US Job Growth By 7,000,000
By Paul Craig Roberts
1-27-7

Last week the Bureau of Labor Statistics re-benchmarked the payroll jobs data back to 2000. Thanks to Charles McMillion of MBG Information Services, I have the adjusted data from January 2001 through January 2006. If you are worried about terrorists, you don't know what worry is.

Job growth over the last five years is the weakest on record. The US economy came up more than 7 million jobs short of keeping up with population growth. That's one good reason for controlling immigration. An economy that cannot keep up with population growth should not be boosting population with heavy rates of legal and illegal immigration.

Over the past five years the US economy experienced a net job loss in goods producing activities. The entire job growth was in service- providing activities--primarily credit intermediation, health care and social assistance, waiters, waitresses and bartenders, and state and local government.

US manufacturing lost 2.9 million jobs, almost 17% of the manufacturing work force. The wipeout is across the board. Not a single manufacturing payroll classification created a single new job.

The declines in some manufacturing sectors have more in common with a country undergoing saturation bombing during war than with a super- economy that is "the envy of the world."

* Communications equipment lost 43% of its workforce. Semiconductors and electronic components lost 37% of its workforce.

* The workforce in computers and electronic products declined 30%.

* Electrical equipment and appliances lost 25% of its employees.

* The workforce in motor vehicles and parts declined 12%.

* Furniture and related products lost 17% of its jobs.

* Apparel manufacturers lost almost half of the work force.

* Employment in textile mills declined 43%.

* Paper and paper products lost one-fifth of its jobs.

* The work force in plastics and rubber products declined by 15%.

* Even manufacturers of beverages and tobacco products experienced a 7% shrinkage in jobs.

* The knowledge jobs that were supposed to take the place of lost manufacturing jobs in the globalized "new economy" never appeared.

* The information sector lost 17% of its jobs, with the telecommunications work force declining by 25%.

* Even wholesale and retail trade lost jobs.

* Despite massive new accounting burdens imposed by Sarbanes-Oxley, accounting and bookkeeping employment shrank by 4%.

* Computer systems design and related lost 9% of its jobs.

* Today, there are 209,000 fewer managerial and supervisory jobs than 5 years ago.

In five years, the US economy only created 70,000 jobs in architecture and engineering, many of which are clerical. Little wonder engineering enrollments are shrinking. There are no jobs for graduates. The talk about engineering shortages is absolute ignorance. There are several hundred thousand American engineers who are unemployed and have been for years. No student wants a degree that is nothing but a ticket to a soup line. Many engineers have written to me that they cannot even get Wal-Mart jobs because their education makes them over-qualified.

Offshore outsourcing and offshore production have left the US awash with unemployment among the highly educated. The low measured rate of unemployment does not include discouraged workers.

Labor arbitrage has made the unemployment rate less and less a meaningful indicator. In the past unemployment resulted mainly from turnover in the labor force and recession. Recoveries pulled people back into jobs.

Unemployment benefits were intended to help people over the down time in the cycle when workers were laid off. Today the unemployment is permanent as entire occupations and industries are wiped out by labor arbitrage as corporations replace their American employees with foreign ones.

Economists who look beyond political press releases estimate the US unemployment rate to be between 7% and 8.5%. There are now hundreds of thousands of Americans who will never recover their investment in their university education.

Unless the BLS is falsifying the data or businesses are reporting the opposite of the facts, the US is experiencing a job depression. Most economists refuse to acknowledge the facts, because they endorsed globalization. It was a win-win situation, they said.

They were wrong.

At a time when America desperately needs the voices of educated people as a counterweight to the disinformation that emanates from the Bush administration and its supporters, economists have discredited themselves. This is especially true for "free market economists" who foolishly assumed that international labor arbitrage was an example of free trade that was benefitting Americans. Where is the benefit when employment in US export industries and import- competitive industries is shrinking? After decades of struggle to regain credibility, free market economics is on the verge of another wipeout.

No sane economist can possibly maintain that a deplorable record of merely 1,054,000 net new private sector jobs over five years is an indication of a healthy economy. The total number of private sector jobs created over the five year period is 500,000 jobs less than one year's legal and illegal immigration! (In a December 2005 Center for Immigration Studies report based on the Census Bureau's March 2005 Current Population Survey, Steven Camarota writes that there were 7,9 million new immigrants between January 2000 and March 2005.)

The economics profession has failed America. It touts a meaningless number while joblessness soars. Lazy journalists at the New York Times simply rewrite the Bush administration's press releases.

On February 10 the Commerce Department released a record US trade deficit in goods and services for 2005--$726 billion. The US deficit in Advanced Technology Products reached a new high.

Offshore production for home markets and jobs outsourcing has made the US highly dependent on foreign provided goods and services, while simultaneously reducing the export capability of the US economy. It is possible that there might be no exchange rate at which the US can balance its trade.

Polls indicate that the Bush administration is succeeding in whipping up fear and hysteria about Iran. The secretary of defense is promising Americans decades-long war. Is death in battle Bush's solution to the job depression? Will Asians finance a decades-long war for a bankrupt country?

16 illegals sue Arizona rancher
Claim violation of rights as they crossed his land

An Arizona man who has waged a 10-year campaign to stop a flood of illegal immigrants from crossing his property is being sued by 16 Mexican nationals who accuse him of conspiring to violate their civil rights when he stopped them at gunpoint on his ranch on the U.S.-Mexico border.

Roger Barnett, 64, began rounding up illegal immigrants in 1998 and turning them over to the U.S. Border Patrol, he said, after they destroyed his property, killed his calves and broke into his home.

His Cross Rail Ranch near Douglas, Ariz., is known by federal and county law enforcement authorities as "the avenue of choice" for immigrants seeking to enter the United States illegally.

Trial continues Monday in the federal lawsuit, which seeks $32 million in actual and punitive damages for civil rights violations, the infliction of emotional distress and other crimes. Also named are Mr. Barnett's wife, Barbara, his brother, Donald, and Larry Dever, sheriff in Cochise County, Ariz., where the Barnetts live. The civil trial is expected to continue until Friday.

The lawsuit is based on a March 7, 2004, incident in a dry wash on the 22,000-acre ranch, when he approached a group of illegal immigrants while carrying a gun and accompanied by a large dog.

Attorneys for the immigrants - five women and 11 men who were trying to cross illegally into the United States - have accused Mr. Barnett of holding the group captive at gunpoint, threatening to turn his dog loose on them and saying he would shoot anyone who tried to escape.

The immigrants are represented at trial by the Mexican American Legal Defense and Educational Fund (MALDEF), which also charged that Sheriff Dever did nothing to prevent Mr. Barnett from holding their clients at "gunpoint, yelling obscenities at them and kicking one of the women."

In the lawsuit, MALDEF said Mr. Barnett approached the group as the immigrants moved through his property, and that he was carrying a pistol and threatening them in English and Spanish. At one point, it said, Mr. Barnett's dog barked at several of the women and he yelled at them in Spanish, "My dog is hungry and he's hungry for buttocks."

The lawsuit said he then called his wife and two Border Patrol agents arrived at the site. It also said Mr. Barnett acknowledged that he had turned over 12,000 illegal immigrants to the Border Patrol since 1998.

In March, U.S. District Judge John Roll rejected a motion by Mr. Barnett to have the charges dropped, ruling there was sufficient evidence to allow the matter to be presented to a jury. Mr. Barnett's attorney, David Hardy, had argued that illegal immigrants did not have the same rights as U.S. citizens.

Mr. Barnett told The Washington Times in a 2002 interview that he began rounding up illegal immigrants after they started to vandalize his property, northeast of Douglas along Arizona Highway 80. He said the immigrants tore up water pumps, killed calves, destroyed fences and gates, stole trucks and broke into his home.

Some of his cattle died from ingesting the plastic bottles left behind by the immigrants, he said, adding that he installed a faucet on an 8,000-gallon water tank so the immigrants would stop damaging the tank to get water.

Mr. Barnett said some of the ranch´s established immigrant trails were littered with trash 10 inches deep, including human waste, used toilet paper, soiled diapers, cigarette packs, clothes, backpacks, empty 1-gallon water bottles, chewing-gum wrappers and aluminum foil - which supposedly is used to pack the drugs the immigrant smugglers give their "clients" to keep them running.

He said he carried a pistol during his searches for the immigrants and had a rifle in his truck "for protection" against immigrant and drug smugglers, who often are armed.

ASSOCIATED PRESS DEFENDANT: Roger Barnett said he had turned over 12,000 illegal immigrants to the Border Patrol since 1998.

A former Cochise County sheriff´s deputy who later was successful in the towing and propane business, Mr. Barnett spent $30,000 on electronic sensors, which he has hidden along established trails on his ranch. He searches the ranch for illegal immigrants in a pickup truck, dressed in a green shirt and camouflage hat, with his handgun and rifle, high-powered binoculars and a walkie-talkie.

His sprawling ranch became an illegal-immigration highway when the Border Patrol diverted its attention to several border towns in an effort to take control of the established ports of entry. That effort moved the illegal immigrants to the remote areas of the border, including the Cross Rail Ranch.

"This is my land. I´m the victim here," Mr. Barnett said. "When someone´s home and loved ones are in jeopardy and the government seemingly can´t do anything about it, I feel justified in taking matters into my own hands. And I always watch my back."

mmh, très symbolique... si le juge lui donne raison c'est l'aveu que la police, la barrière et tout ne font rien contre l'immigration... si le juge lui donne tort ça va encourager encore plus d'immigrés....
